The introduction of electronic tolls (no pay booths) on the A22 Algarve Motorway, and other similar motorways in the north of Portugal has caused chaos, especially with visitors. Most people tell us they don't mind the tolls, but object to the method of payment, especially for foreign registered cars. The problem is quite simply that these roads were not built as toll roads, so they have no space to build toll booths and as a result, the system has to be fully automatic.
So far we did not have the transporter, our clientes have the responsability to pay the tolls at the Post Office or Pay Shop, which must be done within five days, but only after 48 hours have transpired. You only need to supply the registration plate of your rental car.
If you did not pay, official answer is "wait until we write to you at your address back home", the reality is that we don't know anyone (yet) who has received such a letter.

ON EUROSCUT MOTORWAYS (electronic detection of plate number):
a) Currently:
For every rental vehicle passing on toll roads, Car Rental Companies will be obliged to identify the driver. Then the driver will be contacted by post as usual with traffic fines. There is the possibility of paying on any Post Office or Pay-Shop giving the vehicle plate number. Info only live after 48 hours of passing and during 5 days.
Note: this brings and issue for the last 2 days where payment is impossible. Later you'll receive a letter written in Portuguese with Portuguese E-Banking code to provide payment. Impossible from abroad!
b) Predicted to start soon:
Car Rental Companies will be forced to pay a 6 month permission for vehicles to be allowed on Euro Scut toll roads. This is commendatory as a Tax. All vehicles from the Company fleet will be allowed automatically, just as the Road Tax which is payable annually. This list of vehicles already exist on the Tax Office data system. It's already published a rule that obliges Car Rental Companies to charge locally a Tolls Tax. This tax is commendatory and is predicted to be between 1,00 Euros up to 3,00 Euros per day. Other Motorway Tolls with Attendant not included.
c) Final procedure after 6 months of b):
All Car Rental Companies will be forced to equip all fleet vehicles with a electronic device that communicates with the Tolls system. Clients will have to hold a valid credit card. When signing the Rental Agreement form will also sign a contract with one of the Companies in charge of the Tolls (National Post Office – CTT) which is valid during the rental agreement period. All Tolls charges will be charged directly on the Client’s credit card. If the Client doesn’t use Tolls, nothing will be charged. Anyway it’s predicted to have a 0,60 Euros daily charge for the electronic device rental.

In this map we show the most relevant Motorways in Portugal. Please note most of these roads are toll, so you'll need to take a ticked upon entrance and show it at the exit and pay the journey. Also note "Via Verde" is the line only for vehicles equiped with the automatic payment system which is not applied to our rental cars.
This map shows the most usefull Algarve roads from East to West. The EN125 is an alternative to the Motorway A22, and both give access to roads to Lisbon which start in Albufeira/Ferreiras and are designated for IC1 and A2. The Motorway A2 is a Toll road as well as the A22.
